Pinguicula Kondoi is a perennial herbaceous plant that grows in a native rosette. Its root system consists of numerous, thread-like adventitious roots. The plant forms runners.
Pinguicula Kondoi belongs to the tropical heterophyll growth type of the genus. The leaves of the winter rosette are flat spoon-shaped, 4.5 to 5 millimeters long and 3.5 to 4 millimeters wide. They are becoming spatula-shaped on the inside. The leaves of the summer rosette are typically purely spatulate, 15 to 20 millimeters long and 3 to 7 millimeters wide.
The plant forms up to four inflorescence axes, these are 30 to 65 millimeters long and covered with stalk glands. The goblet tips are oblong-round to spatulate, blunt and densely glandular. The corolla tube is long cylindrical, but widened like a funnel at the throat, 8 millimeters long and 3 to 4 millimeters wide. The pale purple or white terminal crown is clearly dark nervous and hardly lip-lipped, the corolla lobes are approximately circular and 4 to 5 millimeters long and wide. The short, slim spur is 3.5 to 4.5 millimeters long. The multicellular tubular hair is occasionally bipedal.
